Historic First: The Future of Candidate Quality and Civic Engagement is Being Modeled in Utah.

At the Center for Election Science, we believe that better elections lead to better leaders and a stronger economy. We are thrilled to highlight a truly historic moment in American democracy: the Utah Forward Party's special election to nominate a replacement for former Senator Daniel Thatcher (SD11) is using Approval Voting.
This isn't just a minor change; it’s true innovation designed to negate the political machinery and restore the true voice of the voter.
Why This Matters for Governance and Business
For too long, legislative seats have been filled through closed-door, delegate-only processes where less than 1% of the voters participate. As Michelle Quist, Forward Party Utah Chair, notes: "Roughly one in four Utah legislators currently serving first assumed office through a closed-door, delegate-only special replacement process... Once appointed to office, these lawmakers enjoy a 97% incumbency reelection rate.” This system produces candidates chosen by a few, not supported by many.
The SD11 process completely flips the script:
Approval Voting: Voters can select any number of candidates they approve of. The winner is the candidate with the broadest public support, ensuring a true consensus leader.
Open and Fair: The preference poll is open to ALL SD11 voters, regardless of party affiliation.
Anti-Establishment Rules: The process is designed to eliminate the "spend your way to victory" model. Candidates are barred from paid advertising and face disqualification for trying to outspend their opponents. They must earn support through video statements, essays, social media vetting, and a single online debate.
